“Non-binding referendum” is a bit like one of those Old Testament, King James Version phrases that you need three preachers and a Greek scholar to decipher into common people language.
Cooper’s statement shows that many people struggle with the King James Version of the Bible. And if preachers and Greek scholars cannot decipher the English of the King James Version, then they must learn Hebrew because most preachers and a few Greek scholars do not know Hebrew, the language of the Old Testament.
