Very valuable study from the scriptures,while the Jewish silence is mysterious, it is countered well by the NT gospel accounts of the Divine Incarnation.

Could the prophecy be to Ahaz “and” the house of David? i.e. all the Jews?

The prophecy was given to Ahaz and the people of Judah who were facing an invasion during the Syro-Ephraimite war. The prophecy was not given to Jews in general.
